Abstract

The international law has provided opportunity for the formulation of The Guiding Principles on Business and Human Rights that underlines corporation as the party securing an obligation and responsibility in respect for and enforcement of human rights today. In collaboration with long-firmly standing roles of the state, corporation has begun to map and direct their policies parallel in the framework of remedy of human rights violations offered by the Guiding Principles. This collaboration should be seriously undertaken by both corporation and the state. If not, the corporation will be punished through material and non-material loss and the state would face international sanctions.

Abstract

The analysis in this essay refers to coordinated border management theory which emphasizes coordination inter- institutions, both vertically and horizontally, as well as inter-states, therefore, cross-border trade can be managed effectively. Indonesia which wants to create its border areas as its front yard is founded difficult to realize its dream due to the poor coordination among state institutions. This is contradictory with the potential conditions of its border areas such as in Bengkayang in West Kalimantan and Belu in East Nusa Tenggara, which respectively located close to Malaysia and Timor Leste. In fact, the formation of National Board for Border Management (BNPP) cannot automatically help overcome problems encountered in the many places of the country’s border. The essays is intended to give recommendations to DPR which is now discussing Bill on the Acceleration of Development in Underdeveloped Regions.

Abstract

Indonesia has succeeded to achieve several target in the Millennium Development Goals (MDGs). There are other targets that need more effort to be achieved by the government. Because of this reason, the writer argues the country needs assistance. This paper says that the assistance can be done by increasing international cooperation not only with developed but also with developing countries.

Abstract

Food Security is strategic for ASEAN countries, but the achievement is far from expectation from year to year. Poverty, access to food and nutrition is concerning. This paper focuses on the perspective of policymaking and inter-governmental cooperation on food security, which is argued as obsolete. A policy-making model where governments direct their attention to producers through subsidies, import, import quota, and joint-effort to collect grains for difficult times is actually prolonging mismatch of policy approach for producers and consumers, obstructing agribusiness development, increasing the risk for food price inflation also enforcing farmers and fishermen to leave their jobs. A model of food policy is recommended where food policy would be based on employment protection, provision of instrument for cooperation between communities and capacity development program for agribusiness. Farmers, fishermen and agribusiness are subjects and need to be equipped with innovation and infrastructure to compete well in this sector.

Abstract

This Study discusses current situation in the Riau Archipelagic Province, which needs a special development approach. Its analysis is made based on library studies and reports of discussions of Bill on Development Acceleration of the Archipelagic Provinces. This research looks further into the constraints facing in Riau. Its finding reveals some problems, for instance, geographical conditions, low general allocation fund, and poor education and health services. Therefore, central government’s intervention is needed, together with DPR, to issue special policy to accelerate development in the archipelagic province.

Abstract

Since the end of 2011, US changing policy on Asia-Pacific can be more obviously seen. President Obama, for example, has stated that US will permanently exist in the region after for long time focused its policy on Middle East and Europe. This article is part of a research report on the changing paradigm of US security policy in the Asia-Pacific region. The article is developed from a descriptive analytical research which applies a qualitative method. Data gathering is conducted by combining library studies and open in-depth interviews. Findings reveal the relevance between US national interest and the changing orientation of US security policy in Asia-Pacific.
